The Future of Globalization

This brief reviews the main features of the recent globalization, attempts to explain its persistence over the centuries and why it is likely to persist in the indefinite the future, examines the causes and prospects of the new protectionism, and concludes by drawing policy implications. Despite the threat posed by right-wing nationalism, left wing populism, and protectionism, this is not the end of globalization. The most likely scenario is a continuation of globalization at a rate like that of the last ten years and perhaps even acceleration as the world catches up on lost time in the wake of the financial crisis and its many aftershocks.

Les interventions qui avaient jalonné le déroulement du forum de haut niveau de Tana sur la sécurité en Afrique (22-23 Avril 2017, Ethiopie), force était de retenir que non seulement les ressources africaines abondantes ne permettaient pas une réelle émergence du continent, mais plus grave encore, elles sont source de crises et de tensions. C’est dans cette même veine que se place le présent papier qui examine les ressources naturelles de l’Afrique sous l’angle des réalités géopolitiques africaines et les relations causales ou d’entraînement que ressources et faits géopolitiques peuvent entretenir dans le continent.

Since independence Morocco has pursued food self-sufficiency to achieve food security at the national level. What has and has not worked in its approach and why? Should Morocco continue with its food self-sufficiency approach; if not, how should it change and what food security approach should it adopt? The course addresses these fundamental questions with a focus on the key issues that Morocco and comparator countries face, the solutions sought and the major questions – institutional and otherwise - that need to be addressed; and the types of policy approaches that have either been tried or proposed.
